Electricity & Energy Sector
The energy sector emission estimations follow the IPCC 2006 reporting format. The key data sources were the General Review reports of the Central Electricity Authority, statistical publications from the Ministry of Petroleum and Natural Gas, Ministry of Coal, Ministry of Statistics and Programme Implementation, etc. and the National Sample Survey Organisation’s (NSSO) household expenditure surveys. In addition to the above, various research studies from IIM-Ahmedabad, ICF International, Infrastructure Development and Finance Company (IDFC), etc. and databases such as The Energy Resource Institute’s TEDDY Yearbooks were referred to for corroboration and plugging data gaps. A mix of Tier 1 and Tier 2 emission factors (as per IPCC 2006 Methodology) provided by the Government of India’s National Communication to the United Nations Framework Convention to Climate Change (UNFCCC) is used. Emissions estimates are calculated for the Financial Years (FYs) since the activity data in the Energy sector is reported in FY terms, but reported for the calendar years.
Energy sector methodology of Phase-IV (2005-2018) includes Energy Sector Note on emission estimations due to fuel combustion in categories such as public electricity generation and energy categories; residential, commercial, transport, fisheries and agriculture energy use.
